This image is a manipulation of a public domain image of a living parrot species[1], but that was not originally made clear here, and it is misleading enough that one research paper[2] actually published it as if it was a true, historical illustration of the extinct parrot it has been modified to depict, and that is extremely problematic that these now bleed into the literature spreading misinformation. The uploader has made more of such manipulations, and I think they're all Commons:out of scope or worse. So this nomination is a trial run to see what to do with such images.
